Dear Richmond City Council,

Cities across Contra Costa County are struggling with break-ins, car thefts, and violent crime that harm families and small businesses every day. We need solutions that actually work—and Flock safety cameras are one of them.

These systems are controlled by the Richmond Police Department (RPD) and are transparent and privacy-protected. They record license plates only in designated crime hot spots—not faces and not private activity. All data is owned by the RPD, not the vendor, and cannot be shared with ICE or any out-of-state agency.

This is about public safety with accountability while ensuring responsible oversight so our safety tools are never misused. I urge you to vote YES on March 3 to extend the Flock contract and continue this program - demonstrating that Richmond is committed to safer neighborhoods not just for our own residents, but for our neighboring cities and communities across the East Bay, because regional safety is only as strong as its weakest link.
