How can the Clear Horizons bill be bad for every New Mexican? The devil is in the details.

The Clear Horizons bill will devastate the New Mexico economy and make our state more expensive to live in. Every New Mexican will be negatively impacted by this bill.

We all want a clean environment, but SB 18 attempts to set unrealistic standards that will cause utility prices to rise.

It simply isn’t possible for New Mexico’s oil & gas industry, or any industrial industry for that matter, to exist and meet the demands of this bill. If the oil and gas industry can’t produce in New Mexico, the state may not be able to support childcare for all, higher teacher salaries, first responders, and so much more.

New Mexico is #1 in methane reduction while achieving record high production. We’ve proven it is possible to have both a thriving energy industry and cleaner environment. The Clear Horizons Act is too extreme. Lawmakers in Santa Fe need a reality check, we can’t let New Mexicans suffer the extreme consequences of this bill.

Please vote no on SB 18. I support efforts to diversify New Mexico’s economy and improve our quality of life, including public health, which is why I’m concerned about the potential unintended consequences of SB 18.
The state’s methane reduction success proves that progress can be made without sacrificing economic stability. Policies that maintain a strong revenue base while driving innovation will better support long-term goals like job growth and healthcare access.
Oil and gas revenues continue to play a critical role in funding healthcare programs, rural hospitals, and Medicaid services. Even with that funding, our communities struggle with limited access to healthcare due to persistent provider shortages. Access to healthcare in our state is inexplicably tied to oil and gas revenues. The economic impacts of the bill will also be felt on a personal level - the affordability of electricity. 
If production declines or shifts out of state due to unworkable regulatory timelines, the loss of revenue would make it harder to expand healthcare access and recruit providers and increase the price of electricity. The unintended consequences are vast and will be felt by every single New Mexican.
