New legislation before the South Carolina General Assembly would authorize a single, privately funded resort-style casino in a designated county along the I-95 corridor, one of the most economically distressed regions in South Carolina. This investment would be made with private capital, not taxpayer dollars, and would bring jobs and revenue to address the region and state’s most critical needs.

I am writing to urge your support for House Bill 4176, the I-95 Economic and Education Stimulus Act. This legislation offers a market-driven approach to revitalizing rural South Carolina through private investment not taxpayer dollars.

H.4176 would deliver long-overdue economic opportunity to some of our most underserved communities. Independent analyses project the creation of more than 4,600 family-supporting jobs and up to $100 million annually for conservation, infrastructure, and tax relief. Importantly, these benefits would be realized without public subsidies or financial risk to taxpayers, only private-sector capital invested here in South Carolina.

This bill is not about expanding gambling. South Carolina already operates a state lottery and permits offshore casino gaming. H.4176 establishes a legal, tightly regulated framework that keeps revenue in our state, supporting South Carolina communities rather than sending dollars across our borders.

H.4176 advances core conservative principles: reducing reliance on government, encouraging free-market growth, and restoring opportunity in regions that have been overlooked for too long.
