I urge you to oppose the proposed retail delivery tax.

Small businesses are the backbone of local communities — employing our neighbors and providing services to Illinois families. A tax of up to $1.50 per retail transaction sounds small, but it would quickly add up — forcing small businesses like mine to either absorb the new fees or raise the cost of goods for our customers, potentially reducing our sales. Either way, the tax hurts consumers and small businesses alike.

Other states’ experiences, such as Colorado’s, show that delivery taxes create new costs, compliance burdens, and red tape for small businesses. With inflation, supply chain disruptions, and economic uncertainty already weighing on us, Illinois small businesses cannot afford another obstacle to growth.

The tax would also hit our vulnerable customers the hardest. Affordable delivery is a lifeline for seniors, people with mobility challenges, and those working multiple jobs. For them, being taxed up to $1.50 on every purchase is not small — and could be a barrier to accessing essential goods.

I strongly urge you to protect Illinois small businesses like mine and consumers from a new retail delivery tax.
