Dear [Lawmaker],

I am writing to raise the alarm on HB  192, which includes a provision that mandates a dispensing fee on every prescription filled in Ohio — aka, a pill tax.

Currently, the average dispensing fee in the commercial market is approximately $2. Depending on an employer’s plan, the dispensing fee is covered by the employer, the employee, or a combination. HB 192 would increase the dispensing fee to $10+ on nearly every prescription filled — a 500% increase!

Not only does this pill tax interfere with the free market and discourage competition amongst pharmacies to provide the best service, but it disproportionately impacts lower-income, working class and vulnerable populations in the state who have less discretionary income and will feel the pain of this increased pill tax. Data shows that 1/3 of working individuals making less than $40,000 per year are currently struggling to afford their prescriptions. Increasing the dispensing fee by 500% will only further burden Ohio employers and their employees when it’s time to pick up their medications.
