Oregon’s economy, its businesses and its residents are struggling. The state’s unemployment rate is the third highest among the states. During the final quarter of 2025, Oregon had two unemployed workers for every job vacancy – nearly double the national average. Meanwhile, key business sectors lost thousands of jobs in 2025. Manufacturing was among the hardest hit, with employment shrinking by nearly 4%. Only Montana suffered a larger percentage decline. Oregon, as the state economist has said repeatedly, is in a manufacturing recession. And there’s something you can do about it: Support SB 1586. This bipartisan bill would provide badly needed land for advanced manufacturing and expand Oregon’s modest research and development incentive, encouraging manufacturers to invest and create jobs in Oregon. Too many have opted instead to invest and grow in other states in recent years, pushed away by Oregon’s high taxes and heavy regulatory burdens. When Oregon businesses choose to grow in other states, Oregonians lose jobs, and state and local governments lose tax revenue. The loss of manufacturing jobs is particularly painful. The median wage for a manufacturing employee is roughly 17% higher than jobs in other sectors. Given the value of manufacturing jobs, the state’s ongoing manufacturing recession and the state’s persistently high unemployment rate, legislators should be looking for ways to encourage manufacturing businesses to invest in Oregon. Fortunately, you don’t need to look far. SB 1586, this session’s most important economic development bill, is right in front of you. Please support it.
