Dear [Lawmaker],

I'm a real person struggling with the price of utilities and gas.This was not written with AI. I write with an urgent request: get a hold of rising bills and surprise fees for families by requiring transparency before new rules take effect — starting with Rule 9-6, the new water heater regulation now in front of the board.

The Bay Area already faces some of the nation's highest costs. Gas, rent, and utility bills are forcing families and small businesses to choose which bill to skip. Yet the Bay Area Air District keeps adopting regulations without answering one simple question: what will this cost the people who live here?

Before any new BAAD rule is adopted, require a clear and updated socio-economic impact study so families, renters, and small businesses can see the financial consequences up front. And do not implement Rule 9-6 until that study is completed and applied to the rule. This is not about blocking progress. It is about ensuring regulations do not disproportionately burden those already struggling.
