Nashville is facing a housing crisis that threatens our workforce and economy. To stay competitive, we need more attainable housing options.
On Tuesday, November 4, Metro Council will hold a Public Hearing on four zoning updates that modernize Nashville’s outdated rules and make it easier to build the types of homes our workforce needs.
What These Bills Will Do:

BL2025-1005 – Add two new residential zoning types to allow more flexible housing choices.

BL2025-1006 – Simplify duplex construction and lower height caps for better neighborhood fit.

BL2025-1007 – Allow modest backyard “in-law units” (DADUs) with size and ownership limits.

BL2025-1008 – Create a voluntary incentive program for attainable multi-family housing.
What These Bills Won’t Do:

They will not automatically rezone any property.

They will not change the planning process — any property owner seeking a zoning change must still go through the same established review and approval steps.
