Request for Oversight of KRG Conduct in Washington

Dear [Lawmaker],

I write to bring to your attention a matter of serious concern involving the Washington, D.C. office of the Kurdistan Regional Government.

A representative of that office, Mr. Dasko Shirwani, recently published a disparaging public post targeting a respected leader within the Chaldean Syriac Assyrian community in the United States. The post was prompted by an article authored by platform associated with the community leader that raised substantive policy concerns regarding the governance and treatment of various issues affecting minority communities in the Kurdistan Region of Iraq. The article was measured, policy-focused, and neither abusive nor disrespectful. It reflected disagreement, nothing more.

The response from the KRG’s Washington office, however, appears to constitute an attempt at intimidation directed at a prominent American community figure for exercising his right to free expression. Such conduct is inconsistent with the democratic values the United States seeks to promote abroad and troubling when undertaken by a foreign regional authority operating on U.S. soil.

It is particularly concerning if U.S. support, engagement, or public funding, directly or indirectly, enables representatives of a foreign government to target American citizens or lawful residents for expressing policy disagreements. Robust debate is foundational to democratic governance. Efforts to silence or chill dissent undermine not only community cohesion but also the integrity of U.S. partnerships overseas.

I respectfully request that your office review this matter and consider whether oversight, inquiry, or clarification is warranted regarding the activities and conduct of the Kurdistan Regional Government’s Washington office, and specifically its representative, Mr. Dasko Shirwani. Transparency and accountability are essential to ensuring that U.S. relationships with foreign entities align with our constitutional principles and commitments to minority rights.
