Keep Insurance Affordable
Dear [Lawmaker],
I’m writing to urge you to vote NO on HB 3799 (Senate Amendments 2 and 3). The bill could have the opposite effect of its intent and result in homeowners’ insurance becoming LESS AFFORDABLE for many Illinois families by destabilizing a market that is currently working well. Illinois already benefits from strong competition. Our state ranks in the middle-of-the-pack for premiums and more than 200 insurers actively compete here. HB 3799 would undermine that stability by creating an untested regulatory model, allowing retroactive rate disapprovals, and introducing vague filing standards that could delay rates indefinitely. The result could be higher premiums and fewer insurers. A more responsible alternative exists. Industry and legislative partners have proposed balanced reforms that strengthen oversight—such as reinstating standards against excessive or inadequate rates and moving to a prospective file and use system—without harming consumers or competition. For the sake of affordability and consumer choice, I respectfully ask you to oppose HB 3799 (SA 2 and 3). Thank you for your service and consideration.
