Support funding for Army tactical radio programs

Dear [Lawmaker],

My company is located in your district where employees are doing critical work to support important U.S. national security programs.

Part of the work we do in your district supports U.S. Army tactical communications modernization which has been underway for many years. Two of these key programs are the Handheld, Manpack & Small Form Fit (HMS) program and the Low Cost Tactical Radio Replacement (LCTRR) Program. Both programs are funded out of the Army, Other Procurement budget.

However, in their Fiscal Year 2026 budget request the Army made significant changes, cutting funding for these programs in favor of a new communications network concept that trades off resilience and NSA encryption in favor of high data throughput. Additionally, the Army has recently appealed to Congress for authority to reprogram $209M in prior year funding from the LCTRR program for a new system that has not yet been fielded.

If these cuts stand, there could be significant impacts to our workforce. We are also concerned about the Army’s decision to divert funds from proven, battle-tested programs to develop a new architecture without adequately considering existing capabilities, interoperability, resiliency needs, or impacts to the tactical communications industrial base.

Continued funding for the HMS and LCTRR program are critical, and for these reasons I’m writing to ask your support in sending a letter to the Appropriations and Armed Services Committees asking that they fund these programs consistent with House FY26 funding levels ($551.8M for HMS and $427.7M for the Army COTS line which funds LCTRR) and request that appropriators and authorizers reject the Army’s requested reprogramming of $209M in previously appropriated FY25 funding for the LCTRR program.
