Fraud and financial scams are putting real pressure on Kansas families and seniors. Every day, Kansans are targeted by fake texts, phone calls, online scams, and increasingly, schemes involving Bitcoin and cryptocurrency ATMs.

Unfortunately, scammers are moving faster than the protections meant to stop them. Criminals exploit Bitcoin ATMs and high dollar withdrawals to pressure victims into sending money that is nearly impossible to recover once it is gone. Seniors and those on fixed incomes are often hit the hardest, losing life savings in a matter of minutes.

Kansas does not need to leave these gaps open. HB 2515 and HB 2591 would strengthen consumer protections, improve oversight, and give financial institutions and law enforcement better tools to prevent fraud before it happens. These commonsense measures would help stop scammers and protect Kansans from irreversible financial harm.

At a time when families are already stretched and seniors deserve peace of mind, lawmakers should focus on protecting Kansans, not allowing scammers to continue exploiting outdated rules.

I am writing as a constituent to urge you to take action to help Stop the Scammers and protect Kansans from fraud.

Fraud is a serious and growing problem across our state. Kansans are being targeted by fake toll payment texts, impostor phone calls, online shopping scams, gift card payment schemes, and increasingly, cryptocurrency ATM scams. These criminals rely on urgency and deception to steal hard-earned money, and seniors are often the most vulnerable.

To address these threats, I am asking you to support two important pieces of legislation this session:

HB 2515 would strengthen oversight and consumer protections for bitcoin ATMs. The bill limits excessive fees, requires stronger fraud monitoring and reporting, and gives law enforcement clearer authority to investigate fraud tied to crypto transactions. These safeguards would help prevent scammers from using kiosks to quickly move stolen money out of reach.

HB 2591 would allow credit unions to intervene when there is a reasonable belief a member is being scammed. It authorizes credit unions to contact a trusted family member and temporarily delay suspicious transactions, giving time to investigate and prevent irreversible financial harm.

These proposals are about prevention, accountability, and protecting people before the damage is done. Fraud is not a partisan issue — it is a real threat to Kansas families, seniors, and communities.
