Expanding ethanol demand is critical to strengthening Iowa’s agricultural economy at a time when farmers are facing tight margins, volatile commodity prices, and increasing pressure on rural communities. Access to carbon capture and transportation infrastructure allows ethanol producers to remain competitive, protects corn demand, and opens the door to emerging markets such as sustainable aviation fuel (SAF) that offer long-term growth opportunities for Iowa agriculture.

The Summit Carbon Solutions project is designed to expand market access for ethanol, stabilize farm income, and support continued investment in Iowa’s rural economy. These benefits extend beyond individual facilities, helping ensure the long-term viability of ethanol plants, preserving jobs, and strengthening the tax base in communities across the state.

Timely Commission action is essential to provide regulatory certainty for farmers, ethanol producers, and other stakeholders who are making significant, long-term investments based on this proceeding. Setting a scheduling conference at this time is necessary to keep the process moving forward in an orderly and efficient manner.

Please support Senator Klimesh’s proposal to expand voluntary pipeline corridors so landowners have more options and Iowa farmers can keep competing.

This proposal is about flexibility and common sense. By allowing projects to work with a wider group of landowners, it increases the chances of reaching voluntary agreements and lowers the need for eminent domain. That’s better for landowners and better for Iowa.

CO2 pipeline infrastructure matters because it helps keep ethanol plants running and opens the door to new markets like sustainable aviation fuel. When corn prices are under pressure and margins are tight, those markets make a real difference for farmers and rural communities.

Iowa used to lead the nation in corn and ethanol. Today, other states are moving faster, building infrastructure, attracting investment, and giving their farmers more opportunities. If Iowa stands still, we fall behind.

Done responsibly, CO2 pipeline development brings private investment, good-paying construction jobs, and long-term economic activity to rural areas. 

With corn prices down and many farmers losing more than a dollar per bushel, access to new markets and modern infrastructure can mean the difference between staying in business or being forced out.

I encourage you to support Senator Klimesh’s proposal and policies that protect landowner choice, strengthen farm income, and keep rural Iowa moving forward.
