Your willingness to work across the aisle for the benefit of consumers, developers, and everyday users has been essential to ensuring the U.S. can continue to lead on crypto innovation. I especially want to applaud your vote in favor of the GENIUS Act—an important step toward building a secure, responsible crypto ecosystem.
That’s why I’m urging you to continue that leadership by supporting comprehensive market structure legislation when the Senate returns to session.
Crypto will continue to have an outsized impact on the U.S. economy and plays a crucial role in securing our nation’s economic future. But without clear rules of the road, the U.S. risks falling behind. Since 2018, our share of global blockchain developers has dropped by approximately 14%, falling to just 26% in 2023. Without swift action, these trends will only accelerate—leaving consumers vulnerable to fraud and putting American jobs at risk.
Your colleagues in the House have already made headway on this issue by passing the Digital Asset Market Structure Clarity (CLARITY) Act, with overwhelming support from both sides of the aisle. The CLARITY Act provides the regulatory clarity developers, users, and advocates need to continue innovating. It clearly defines agency responsibilities, establishes a practical registration framework for crypto companies, and protects consumer rights like self-custody and the freedom to transact. This is the kind of thoughtful, balanced legislation Americans deserve—and the digital economy demands.
