As a Pennsylvania small-business owner, I write to express serious concerns about HB 1942 — a bill that could make it harder to offer the customer deals and promotions that help our businesses grow.

For small businesses, customer relationships are everything. For decades, businesses from local convenience shops to grocery stores have relied on basic data to offer discounts and personalized promotions — whether it’s a coupon for repeat customers, a deal on items left in an online cart, or a special offer for people visiting our community. These everyday tools help us connect with customers, stay competitive, and provide the kind of service our patrons expect and communities value.

I strongly support protecting consumer privacy and oppose unfair pricing practices — but HB 1942 misses the mark. Its broad definitions and burdensome compliance requirements would make it far more complicated to offer discounts and promotions. Even with the bill’s limited exceptions, many of us would still have to navigate red tape that small businesses don’t have the time or resources to manage.

I urge you to reject HB 1942 in its current form. Pennsylvania small businesses deserve legislation that allows us to use technology and everyday marketing tools to offer fair, competitive pricing and serve our customers.
