Oppose SB128: Don’t Raise Employers’ Healthcare Costs

Dear [Lawmaker],

I urge you to oppose Senate Bill 128 and protect the flexibility employers depend on to better control their employees’ prescription drug costs.

SB128 would remove the ability of health plan sponsors to determine how pharmacy rebates are used to manage overall healthcare costs. By mandating that 100% of pharmacy rebates be applied at the point of sale, the bill eliminates an important tool that helps lower premiums across an entire health plan.

While point-of-sale rebates may reduce costs for some individuals at the pharmacy counter, shifting all rebates in this way results in higher premiums for everyone enrolled in the plan.

SB128 is estimated to increase consumer healthcare costs by $28.4 million annually and will add significant expense to the state employee health plan with projections over $20 million. These are costs taxpayers cannot afford.

I urge you to oppose SB128 and support policies that preserve flexibility for plan sponsors and help keep health coverage affordable for all Kentuckians.
