Extended producer responsibility (EPR) legislation being considered in Albany aims to improve recycling across New York. But unfortunately, this legislation takes an unprecedented, costly and inefficient approach that will hurt hardworking New Yorkers and local small businesses serving us every day.

There is a better way to improve recycling across our state that should be considered that focuses on efficiency, consumer convenience, waste reduction and financial stability without raising costs.

Oppose Costly, Inefficient EPR Legislation

Modernize New York's Bottle Deposit System

Dear [Lawmaker],

I am writing to you as a proud New Yorker, urging you to reject the harmful Extended Producer Responsibility (EPR) legislation that would severely impact families, workers and businesses across the state.

This proposal will have significant consequences for local businesses across New York. Grocery stores and distributors will be faced with higher fees and costs that will then be passed down to consumers like me. And consumers will see everyday products pulled from the shelves due to drastic measures in the bill that ban certain products or limit the choices our families can make when we shop for groceries, personal care or home improvement products.

Costs in New York, particularly on groceries and housing, are already out of control. We simply can’t afford new legislation that drives up prices without making our lives better. There is a better way to reduce packaging waste without raising costs for hardworking New York families and local businesses. Our legislators should be focused on bringing down costs, not needlessly making it harder on New Yorkers.

I urge you to oppose this harmful legislation so that we can find real solutions that will support our environment, improve New York’s recycling system and protect hardworking families and workers across our state.

I am writing to you to express my strong support for Senate Bill 7722A/Assembly Bill 8391. Our current bottle deposit system isn’t working. It’s outdated, financially unstable, and recycling rates are stagnant. Now, we have an opportunity to reform the system without raising unnecessary costs on New Yorkers and local businesses. 

This is why we strongly support S.7722A/AB 8391. These bills will improve recycling, support New York businesses and guard against new financial hits to working families.

New York has a proud history of leading on environmental progress. But our outdated bottle deposit system is no longer keeping up, making it one of the nation's least efficient systems. Our bottle deposit system needs modernization – it’s inconvenient to consumers, costly to businesses and its redemption rate has been stagnant for years. 

S.7722A/AB 8391 deliver reforms that make it more efficient and effective without forcing families to unnecessarily pay more at the grocery store.

Millions of empty containers come into New York, for which no deposit was paid, costing businesses, consumers and the state millions of dollars in fraudulent refunds and fees paid. This fraud is costing our state tens of millions of dollars per year. It is time for reform that will not raise costs on consumers.

Now is the time to finally address the real problems plaguing our recycling system. That is why I am urging you to support S.7722A/AB 8391. It will improve recycling in New York without increasing costs for working families and local businesses.
