Urge Congress to Act Now and Pass a Farm Bill

On July 4^th President Donald Trump signed into law the “One Big Beautiful Bill Act,” (Public Law 119-21). In addition to tax cuts and extensions, the bill included $66 billion in investments in the farm safety net, crop insurance, ag research, trade promotion, animal health, and specialty crop programs. Unfortunately, due to strict budget reconciliation rules, several provisions typically included in a Farm Bill were not eligible to be included in the legislation.

Although many of the farm program funding issues have been addressed, we urge Congress to swiftly pass all outstanding Farm Bill priorities.

With the “One Big Beautiful Bill Act” signed into law, the Senate and House will need to pass remaining elements of a comprehensive Farm Bill that support America’s farmers and ranchers. As a constituent and advocate for agriculture and Main Street America, I urge you to pass outstanding provisions of the Farm Bill that support America’s farmers, ranchers, and businesses.

While the “One Big Beautiful Bill Act,” included much needed provisions to strengthen the farm safety net, promote agricultural exports, and fund specialty crop programs, the strict reconciliation rules left out many important bipartisan provisions for rural America and agriculture. These additional elements of a strong Farm Bill remain necessary to help farmers, producers, and ranchers grow and raise the food, feed, fiber, and fuel America needs.

As the United States Senate and House of Representatives work on legislation in support of agriculture and Main Street America, I ask that you cosponsor and advocate for inclusions of the following bills that will enhance opportunities for rural America:

•	S.899/H.R.1991 - Producer and Agricultural Credit Enhancement (PACE) Act:

This legislation would modernize current limits on USDA Ownership and Operating loans.

Specifically, the legislation would increase FSA Guaranteed Operating Loans from $2.04 million to $3 million, increase Guaranteed Ownership Loans from $2.04 million to $3.5 million, increase Direct Operating Loans from $400,000 to $750,000, and increase Direct Ownership Loans from $600,000 to $850,000.

•	HR 4657 - The Next Generation Farmer Act:

This legislation expands eligibility for beginning farmers to obtain U.S. Department of Agriculture (USDA) Farm Ownership Loans, which provide the capital necessary to purchase, expand, and improve family farms.

•	S. 754/H.R. 1604 - The Farm and Food Cybersecurity Act of 2025:

This legislation would protect America’s food supply chain by identifying cybersecurity vulnerabilities in the agricultural sector and improving protective measures of government and private entities against cyber threats.

•	S. 1617/H.R. 3212 - The LAST ACRE Act of 2025:

This legislation would improve access to high-speed broadband for rural communities by establishing the Last Acre grant program within the United States Department of Agriculture’s (USDA) Office of Rural Development.

While existing programs at USDA support “last mile” broadband development for underserved households, the LAST ACRE Act would create a new grant program under the USDA’s Office of Rural Development to expand high-speed broadband access across eligible farmland, ranchland, and farm sites.
